There only appears to be Reinforcements (units with abilities to show up later, like scouts / terminators) or Strategic Reserves, where you pay command points to keep units back.

I got the sense was that you paid army points for models to hang back. You had to have enough 'Reservation points' to bring them on. 

I thought that was a bit dumb. Save X points for reserves - spend X points to bring them on. Part of this rule states "adding models to existing units does not cost Reinforcement Points" So maybe that's how it works - I can't think of any armies that can boost units this way. Maybe new Monolith rules? Gate back in dead mans?

so i finally got a copy of the rules and from RAW and i'd say RAI i can deepstrike terminators turn 1 

 

specific rule stopping this is part of the eternal war mission pack, so it would depend on the mission being used
