Jain Zar's "Terror's Lament" doesn't have the usual caveat of reducing attacks by 1 to a minimum of 1. So if she is engaged with an enemy unit, if they only have one attack, are they actually getting 0 attacks?

Or should we assume it's to a minimum of 1?

So apparently the core rules say you can't reduce attacks below 0.
